UAE E-Invoicing Starts January 2027: How to Get Business Central Ready (Peppol, PINT AE and ASPs)

TL;DR
- Deadlines: UAE businesses with annual revenue of AED 50 million or more must issue e-invoices from January 1, 2027. Smaller businesses follow on July 1, 2027, and government entities on October 1, 2027.
- Already late? Large businesses had to appoint an Accredited Service Provider (ASP) by October 30, 2026. If you haven't, appoint one now.
- Format: invoices must be structured XML in the PINT AE format, exchanged over the Peppol network through an ASP. PDFs and paper no longer count for B2B and B2G sales.
- Business Central: it does not support UAE e-invoicing out of the box. You need an ASP and a connector, usually built on Business Central's E-Documents framework.
- New penalties: Cabinet Decision No. 173 of 2026 replaced the earlier penalty rules. Failing to implement the system costs AED 5,000 plus AED 5,000 per month, up to AED 50,000 in 12 months.
- Most of the work is data: TRNs, TINs, tax categories, units of measure and credit-note links in Business Central decide whether your invoices pass validation.
UAE e-invoicing becomes mandatory on January 1, 2027, and Microsoft Dynamics 365 Business Central is not ready for it by default. The UAE requires every B2B and B2G invoice to travel as PINT AE XML through an accredited provider, with tax data reported to the Federal Tax Authority (FTA). Business Central can do this, but only once you connect it to an ASP and clean up the data your invoices draw on.
This guide explains the rules as they stand today, how the system works, what Business Central does and doesn't do, and a step-by-step plan for both deadlines.
If you are new to the platform, start with our overview of Microsoft Dynamics 365.
What is UAE e-invoicing?
UAE e-invoicing is a national system that replaces PDF and paper invoices with structured electronic invoices that software can read. The Ministry of Finance (MoF) set it up through Ministerial Decisions No. 243 and No. 244 of 2025 and their amendments (UAE Ministry of Finance).
Three ideas sit at its core:
Structured data, not documents. An e-invoice is an XML file in the UAE's PINT AE format. A PDF sent by email is not an e-invoice.
Exchange through accredited providers. Businesses don't send invoices to each other directly. Each business appoints one Accredited Service Provider, which sends and receives invoices for it over the Peppol network.
Tax reporting in near real time. The ASPs report each invoice's tax data to the FTA as it is exchanged.
The system applies to anyone doing business in the UAE, regardless of VAT registration status, unless a transaction or person is excluded.
Who must comply, and when?
Your deadline depends on your annual revenue, based on your most recent financial statements.
Phase | Who | Appoint an ASP by | Mandatory go-live |
Pilot and voluntary | Any business that opts in | Any time | Live since July 1, 2026 |
Phase 1 | Revenue of AED 50 million or more | October 30, 2026 (passed) | January 1, 2027 |
Phase 2 | Revenue below AED 50 million | March 31, 2027 | July 1, 2027 |
Phase 3 | Government entities | March 31, 2027 | October 1, 2027 |
The Phase 1 ASP deadline was originally July 31, 2026. Ministerial Decision No. 66 of 2026 moved it to October 30, 2026, but kept the January 1, 2027 go-live date.
What is in scope?
In scope: B2B and B2G transactions, both sales and purchases. You must be able to send e-invoices and to receive them from suppliers.
Not yet in scope: B2C sales to consumers. These stay outside the system until the Minister decides otherwise.
What is excluded?
Ministerial Decision No. 197 of 2026, in force from October 1, 2026, sets out these excluded transactions:
Sovereign activities of government entities that don't compete with the private sector
International passenger flights with an electronic ticket, and related passenger services
International air cargo under an airway bill, for the first 24 months only
Financial services that are VAT-exempt or zero-rated
Transactions between members of the same VAT group, for 24 months from January 1, 2027
The VAT group exclusion matters for Business Central users with several companies in one tenant. Intercompany invoices inside a VAT group can stay as they are until the end of 2028. Sales to outside customers cannot.
How does UAE e-invoicing work? The five-corner model
The UAE uses a Peppol-based five-corner model, which the Ministry of Finance calls Decentralized Continuous Transaction Control and Exchange (DCTCE). Your ERP never talks to your customer or the FTA directly. Your Accredited Service Provider does.
Each invoice and credit note follows the same path. Your system sends the invoice data to your ASP. Your ASP checks it, converts it to PINT AE XML and sends it over Peppol to your buyer's ASP. Both ASPs report the tax data to the FTA, and confirmations flow back so you know the invoice arrived and was reported.
UAE five-corner e-invoicing model · Business Central sits in corner 1.
Business Central only ever talks to your own ASP. The ASPs handle the exchange with your buyer and the reporting to the FTA.
What is PINT AE?
PINT AE is the UAE version of the Peppol International (PINT) invoice standard, built on UBL 2.1 XML. OpenPeppol publishes the PINT AE specification, and the Ministry of Finance publishes the list of fields a UAE invoice must carry.
Key facts about the format:
51 mandatory fields for an electronic tax invoice, according to the MoF's mandatory fields document (version 1.1, October 28, 2026).
XML only, with no QR code or barcode. The PDF you print for a customer is no longer the legal invoice for B2B sales.
Line-level detail. Each line needs its own tax category, tax rate, unit of measure and amount. Invoices in other currencies must also show VAT in AED.
Credit notes must reference the original invoice. A credit note without that link fails validation.
PINT AE is not the same as Peppol BIS 3.0. Many ERPs, including Business Central, already produce Peppol BIS 3.0 invoices for Europe. The UAE profile adds its own mandatory fields and rules, so a BIS 3.0 file will not pass UAE validation without changes.
What is an Accredited Service Provider (ASP)?
An ASP is a company accredited by the Ministry of Finance to exchange e-invoices and report tax data in the UAE. Only accredited providers can offer this service. In October 2026, the MoF listed 65 of them.
Three rules shape how you work with an ASP, according to the MoF's guidelines (October 2026):
One ASP for everything. Each business must appoint one ASP for both sending (accounts receivable) and receiving (accounts payable).
You start onboarding, not the ASP. You sign with your chosen ASP, then begin onboarding from your own EmaraTax account.
Your Peppol ID comes from your TIN. Your participant ID is 0235 followed by your 10-digit Tax Identification Number, which is the first 10 digits of your Corporate Tax TRN. Each member of a VAT group uses its own TIN, not the group representative's.
Microsoft is not an ASP. Business Central can connect to an ASP, but it cannot replace one.
Does Business Central support UAE e-invoicing?
Not out of the box. Microsoft supports e-invoicing in Business Central through its E-Documents framework, but its list of country e-invoicing localizations covers Australia, Denmark, France, Germany, India, Italy, Mexico, New Zealand, Norway and Spain. The UAE is not on it. The default Peppol format in Business Central is Peppol BIS 3.0, not PINT AE.
That is not a reason to change your ERP. In the UAE model, format conversion, exchange and FTA reporting already sit with the ASP. Business Central's job is to send clean invoice data to the ASP and receive supplier invoices back.
What Business Central already gives you
The E-Documents framework. The E-Document Core app works in every Business Central localization. It manages e-document services, sending profiles, status tracking and logs, for both sales and purchases.
Built-in access point connectors. Microsoft's built-in Peppol support uses APIs from Avalara, B2BRouter, Continia, Logiq, Pagero and SignUp. You need your own contract with the provider, and the service can cost extra. For the UAE, a provider is only usable if it is on the MoF's accredited list.
Extensibility. Partners can build their own E-Documents format (such as PINT AE) and connectors for any ASP.
Three ways to connect Business Central to an ASP
Your ASP's own Business Central connector. The ASP's app reads posted invoices, builds PINT AE on its side and writes statuses back to Business Central. This is the fastest route for most companies, but you depend on one ASP's app and how quickly it is updated.
A partner-built E-Documents connector. A partner maps Business Central data to PINT AE inside the E-Documents framework and sends it to your ASP. This suits companies that want Business Central to own the invoice data and logs, but it needs a partner who knows both E-Documents and PINT AE.
A custom extension or middleware. Your own code or integration platform sends data to the ASP's API. It fits heavily customized systems, or several ERPs feeding one ASP, but it has the highest build and maintenance effort.
Whichever route you choose, it must handle both directions, because one ASP sends your sales invoices and delivers your suppliers' invoices. Our guide to Microsoft Dynamics 365 integration explains how to plan this kind of connection, and Cynoteck has integrated Business Central with third-party tools for finance and banking.
What to fix in Business Central before you connect
Most rejected e-invoices fail on data, not on the connector. Check these areas in each Business Central company:
Company Information: TRN, TIN, trade licence number and issuing authority. Every invoice carries them, and your Peppol ID is built from your TIN.
Customer and vendor cards: TRN, legal registration details and address for every B2B customer and supplier. Missing buyer identifiers are a common reason for rejection.
VAT Posting Setup: map each VAT combination (5% standard, zero-rated, exempt, out of scope) to a PINT AE tax category. Wrong categories fail validation and misreport VAT.
Units of measure: align codes such as "PCS" or "BOX" with the UN/CEFACT codes PINT AE expects.
Currencies: show VAT and amounts in AED on every invoice issued in another currency.
Sales credit memos: apply each credit memo to its original invoice, because PINT AE credit notes must reference the invoice they correct.
Posting discipline: post and send invoices within 14 business days of the transaction, as MD 197 of 2026 requires.
Purchase invoices: set up a process to receive supplier e-invoices from your ASP into Business Central. Receiving is mandatory too, and PDFs by email will stop.
Multiple companies: onboard each legal entity with its own TIN and Peppol ID. VAT group members do not share one.
Two details trip up many projects. First, if a buyer has no Peppol ID yet, the MoF guidelines tell suppliers to use the predefined endpoint 0235:9900000098 on tax invoices. Second, incoming supplier invoices still need to land in purchasing. Some companies use Power Apps to automate invoice extraction for suppliers who are not yet on the network, and Power Automate to alert the finance team when an invoice is rejected.
Step-by-step: getting Business Central ready
The right plan depends on your phase. The week counts below are Cynoteck's suggested pacing, not legal deadlines.
Phase 1 (revenue of AED 50 million or more): about eight weeks to January 1, 2027
Appoint an ASP this week. Choose from the MoF's accredited list only, and ask each provider whether it has a Business Central connector and what it covers. The October 30 deadline has passed, so every week of delay adds risk.
Start onboarding in EmaraTax. Begin from your own EmaraTax account and get your Peppol participant ID through your ASP. Do this for every legal entity.
Clean your data (weeks 1 to 3). Work through the checklist above, starting with TRNs and TINs on customer and vendor cards and your VAT Posting Setup.
Install and map the connector in a sandbox (weeks 2 to 5). Map every document type you use: tax invoices, commercial invoices, credit notes and any special cases such as exports or advance payments.
Test both directions end to end (weeks 5 to 7). Send test invoices and credit notes, receive a supplier invoice, and confirm you get delivery and FTA reporting confirmations back.
Agree who handles errors (week 7). Decide who watches rejected invoices, who fixes them and how fast, so you stay inside the 14-business-day window.
Go live on January 1, 2027, and check the first week's rejection log daily.
Phase 2 (revenue below AED 50 million): use the time you have
You must appoint an ASP by March 31, 2027 and go live by July 1, 2027. Use the voluntary phase that has been open since July 1, 2026: businesses that join voluntarily can test with real invoices and are excluded from penalties until their mandatory date. A sensible plan is to choose an ASP by January, clean data in February and March, and run voluntary e-invoices from April.
If you are still moving to Business Central from another system, plan the migration and e-invoicing together. See how Cynoteck migrated Sage CRM and QuickBooks to Business Central.
What are the penalties for UAE e-invoicing non-compliance?
Cabinet Decision No. 173 of 2026 sets the current penalties. It repealed Cabinet Decision No. 106 of 2025, which many guides still quote (UAE Ministry of Finance).
Not implementing the system, including not appointing an ASP, or a recipient not staying compliant: AED 5,000 for the first instance, then AED 5,000 per month or part of a month, up to AED 50,000 in any 12 consecutive months.
Not issuing and sending an e-invoice through the system: AED 100 per invoice, up to AED 5,000 per calendar month.
Not issuing and sending an e-credit note through the system: AED 100 per credit note, up to AED 5,000 per calendar month.
Not telling your ASP about changes to your data registered with the FTA: AED 250 per day, up to AED 5,000 per calendar month.
What changed from the old rules:
A yearly cap. The main penalty is now capped at AED 50,000 in any 12 consecutive months.
A lower data-change fine. It fell from AED 1,000 per day to AED 250 per day, with a monthly cap.
No separate system-failure fine. The old AED 1,000-per-day fine for late system-failure notices is not in the new table, and MD 197 of 2026 deleted the "System Failure" definition.
Voluntary users are exempt. Penalties do not apply to e-invoices issued voluntarily before your mandatory date.
The decision takes effect the day after it is published in the Official Gazette. Confirm the effective date and how it applies to you with your tax advisor. These penalties sit on top of normal VAT penalties.
Common mistakes to avoid
Assuming Peppol BIS 3.0 is enough. It is not. You need PINT AE.
Planning for sales only. You must also receive supplier e-invoices through the same ASP.
Leaving data cleanup until testing. Most rejections come from customer, vendor and tax setup data.
Choosing an ASP without checking its Business Central connector. Ask what it supports in both directions, and whether it works with your BC version and extensions.
Missing intercompany rules. Transactions inside a VAT group are excluded until the end of 2028, but every other intercompany invoice is in scope.
Quoting old rules. Penalties, the 14-business-day rule and storage rules all changed in October 2026.
Cynoteck's view
"UAE e-invoicing looks like a format change, but in Business Central it is mostly a data project. The connector to your ASP is the easy part. The hard part is making sure every customer, vendor, tax setup and credit memo carries the right information, because the system rejects anything that doesn't. Teams that start with data cleanup go live calmly. Teams that start with the connector find their problems in the first week of January."
